URAP Welcomes Linden Dales to Legal Advisory Team

 URAP would like to welcome Linden Dales from Conlin Bedard LLP, an Ottawa-based law firm, to our legal advisory board. Linden has generously dedicated his time and effort to establishing and working on a new legal initiative in our organization.

 

Linden practices federal regulatory and administrative law with a focus on international economic law and government contracting. Linden’s practice also includes trade remedies, export and import regulation, economic sanctions and bid challenge litigation. Linden frequently appears before the Canadian International Trade Tribunal in complex anti-dumping, countervailing duty and safeguard proceedings. He also provides strategic advice on the interpretation and application of regional and multilateral trade agreements, including the WTO agreements and NAFTA/CUSMA. As part of his federal regulatory practice, Linden assists clients on matters relating to the development and implementation of government policy, particularly in the area of trade regulation.

 

On November 25, 2022, URAP and Conlin Bedard LLP sent a legal letter to CBSA presenting evidence that certain goods (tomatoes, tomato paste, and gloves) imported to Canada were produced wholly or in part by forced labour in the Xinjiang Uyghur Autonomous Region of China, and urging CBSA to re-determine the tariff classification of these importations under Section 59 of the Customs Act. This initiative represents a novel approach to tackling the issue of forced labour within Canada, and Linden has been a key asset and central figure in this effort.
